Abstract

At the beginning of the XX century, the local elite of the Steppe Governor-General, whose main population consisted of Kazakhs, began to actively participate in the political system of the empire. The tsarist administration showed great interest in the implementation of this process. The tsarist government decided to create political mechanisms linking society and power. As a result, the State Duma was convened. The State Duma paved the way for the establishment of an effective dialogue between the authorities and the population. Deputies elected from the Steppe Governor-General played their role in the functioning of the new political system. They have contributed to the solution of social and domestic issues of local Kazakhs in the highest authorities. The national composition of the deputies elected from the Steppe Governor- General was different. Among them were Russians, Kazakhs and Cossacks. This change made it possible to consistently solve individual issues of various ethnic groups inhabiting the administrative region. This article provides a historical analysis of the activities of the deputies of the State Duma elected from the Kazakhs of the Steppe Governorate-General. In addition, a scientific assessment of the political role of deputies in establishing an effective dialogue between society and the authorities is given.
