PROGRESS IN IMPLEMENTATION IN KAZAKHSTANOF URGENT SECRET ORDER № 00447 OF THE PEOPLE’SCOMMISSAR OF INTERNAL AFFAIRS OF THE USSR

The article is devoted to the execution of the Presidential Decree of
November 24, 2020 On the State Commission on the Full Rehabilitation of Victims of
Political Repressions and the study of issues from the perspective of history, supporting
reflection on the disclosure of the truth and deepening of the historical problems of
the twentieth century, presented in the article «Independence is Greater than Anything»
which was published in January 2021. In the article the author, based on archival data,
reveals one of the urgent and unresolved at present problems – the beginning of the «Big
Terror» in Kazakhstan, the implementation of special operations from August 1937 to
November 1938 under the order № 00447, the category and number of victims, as well
as its regional characteristics
